Penemuan hasil tambang yang sangat strategis di perut bumi Kalimantan Timur khususnya Balikpapan telah mengangkat daerah Balikpapan dari sebuah pemukiman nelayan di tepi teluk yang penuh dengan rawa-rawa menjadi sebuah sentral tambang yang sangat strategis. Proses sejarah membuktikan telah terjadi perubahan ekonomi dan sosial yang sangat besar di Balikpapan akibat penemuan tambang minyak oleh Belanda. Pada periode 1907-1942 adalah periode dimana Belanda telah berhasil meletakkan fondasi bagi pembangunan kota Balikpapan. Fondasi bukan hanya dilihat dari fisiknya saja, tetapi juga dalam hal perencanaan tata ruang dan morfologi kota.

The discovery of mining products that were very strategic in the bowels of East Kalimantan, specifically Balikpapan, had raised the Balikpapan area from a fishing settlement on the edge of the bay full of swamps into a very strategic mine centre.
