In the final year (1983) of the third Five-Year Plan, It did not seem that culture wouldlose its importance. National cultural development in general. Indonesia gives priority to the development of national culture to enhance cultural identity and national unity as outlined in the constitution and the state ideology. Thus, the programmes already mentioned on national language, national history and traditionalvalues, will remain relevant for the development of Indonesia. Cultural policy has thus to enhance cultural identuty in the widest and most basic sense.
